Condition Description
All staff employed All staff employed at the premise whose duties include the sale or supply of alcohol will undertake and complete a programme of training in relevant aspects of the Licensing Act 2003, including the details of the Premises Licence, prior to being authorised to sell alcohol. The content of the training programme will be agreed with Thames Valley Police and the Licensing Authority prior to implementation. Records of this training will be kept and made available to Responsible Authorities on request
Age verification 1) The premises licence holder or club premises certificate holder must ensure that an age verification policy is adopted in respect of the premises in relation to the sale or supply of alcohol.

2) The designated premises supervisor in relation to the premises licence must ensure that the supply of alcohol at the premises is carried on in accordance with the age verification policy.

3) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and either:
a) a holographic mark; or
b) an ultraviolet feature.
Premises Daily Registe A Premises Daily Register shall be kept at the premise. This register should record:-
o the name of the person responsible for the premise on each given day;
o The name of the person authorising the sale of alcohol each day;
o all calls made to the premises where there is a complaint made by a resident or neighbour of noise, nuisance or anti social behaviour by persons attending or leaving the premises. This shall record the details of the caller, the time and date of the call and the time and date of the incident about which the call is made and any actions taken to deal with the call;
o Any refusals on grounds of age and/or intoxication (to include date, time, member of staff involved, reason for refusal as well as a brief physical description of the person refused);
o Regular weekly checks of the CCTV including the time of the check and the person that carried it out;
o The DPS or Personal Licence Holder shall check the book once a week ensuring it is completed and up-to-date. The PLH will sign the book each time it is checked;
o The Premises Daily Register will be readily available for inspection by any responsible authority throughout the trading hours of the premise.
A CCTV system shall be installed A CCTV system shall be installed or the existing system maintained. This system shall be "fit for purpose". It shall comply with the current and relevant Thames Valley Police guidelines for Standard Minimum Closed Circuit Television Requirements (Issue 1, July 2004.)

The systems shall incorporate a recording facility and any recordings shall be retained and stored in a suitable and secure manner for a minimum rolling period of 30 days. A system shall be in place to maintain the quality of the recorded image and a complete audit trail maintained.
CCTV system will incorporate Amongst other pertinent areas of the premises the CCTV system will incorporate a camera(s) covering:-

o Any entrance/exit doors (entrance to be capable of providing a full facial shot)
o The point of sale
o The areas where alcohol is merchandised
o External areas of the premises

and be capable of providing an image which is regarded as 'identification standard'.
CCTV maintained and fully operation The CCTV system will be, switched on, maintained and fully operational throughout the hours that the premises are open for any licensable activity.
Conversant with the operation of CCTV A staff member who is conversant with the operation of the CCTV system shall be available (although not necessarily on the premise) during the operation of the premises licence. This staff member must be able to show a Police or authorised officer recent data or footage with the absolute minimum of delay when requested
CCTV Evidence The premises will (save in exceptional circumstance) when the CCTV is suffering technical difficulties for which an engineer has been notified provide copies of any footage requested by either Thames Valley Police or the Licensing Authority within 48 hours of the request."
Credible photographic proof of age evide All members of staff shall seek "credible photographic proof of age evidence" from any person who appears to be under the age of 25 years and who is seeking to purchase alcohol on the premises. Such credible evidence, which shall include photograph of the customer, will be either a passport, photographic driving licence or Proof of Age card carrying a PASS logo.
Publicity materials notifying customers Publicity materials notifying customers of the operation, of the Challenge 25 scheme shall be displayed at the premises, including a Challenge 25 sign of at least A4 size at each point of sale.
All spirits behind the point of sale All spirits will be located behind the point of sale ONLY
Mandatory - No supply of alcohol No supply of alcohol may be made under the Premises Licence;
(a) at a time when there is no Designated Premises Supervisor in respect of the Premises Licence,
(b) at a time when the Designated Premises Supervisor does not hold a Personal Licence or his Personal Licence is
Mandatory - Every supply of alcohol Every supply of alcohol under the Premises Licence must be made or authorised by a person who holds a Personal Licence.
CCTV Installation The CCTV system will incorporate a recording facility which shall be suitably stored for a minimum of one calendar month. The system shall be in a place to maintain the integrity of the recorded images with a full audit trail. The system will comply with the regulations as set out in the Data Protection Act and all signs required must be clearly displayed. The system must be maintained and be fully operational throughout the trading hours. A member of staff shall be suitably trained in operating the system to retrieve or save data.
Irresponsible promotions 1) The responsible person must ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.

2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises:

a) games or other activities which require or encourage, or are designed to require or encourage, individuals to:
i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or
ii) drink as much alcohol as possible (whether within a time limit or otherwise);

b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic in a manner which carries a significant risk of undermining a licensing objective;

c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less in a manner which carries a significant risk of undermining a licensing objective;

d) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner;

e) dispensing alcohol directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of disability).
Staff will undergo training Staff will undergo training on the points contained in the TVP condition 1 every 12 months. They will sign and date a training record to confirm they have had and fully understand the training. The records shall be kept for 2 years and will made readily available to the Licensing Authority and/Thames Valley Police upon request.
